Uzbekistan: department of migration and personalisation introduced

Uzbekistan has established a new Department of Migration and Personalisation (hereinafter, the “Department”), aimed at modernising and digitalising migration and personal identification services. The reform is intended to make immigration-related procedures more accessible and efficient for foreign nationals and Uzbekistani citizens.

The Department will be introduced alongside several new initiatives, including “Smart Migration Stations,” a dedicated mobile application, and additional digital platforms.

The initiatives were introduced by Presidential Decree No. PP-14 dated 19 January 2026 and are scheduled to be implemented throughout 2026.

What are the new additions?

1) Department of Migration and Personalisation

The Department is a newly established state body responsible for coordinating migration and personalisation processes. Its key functions include the provision of certain migration services and the centralisation of migration-related data concerning foreign nationals.

Under the Decree, the Department is granted the authority to:

  • process and issue work permits for foreign workers in Uzbekistan;
  • grant a one-time extension of an electronic visa (e-visa) for up to 30 additional days (effective from 1 May 2026).

2) “Smart Migration Stations”

The Department will establish “Smart Migration Stations” to provide selected migration and personalisation services in a modernised format.

These stations will operate in pilot mode starting from 1 May 2026, with one station to be launched in each of the following regions:

  • Tashkent Region
  • Samarkand Region
  • Fergana Region
  • Republic of Karakalpakstan

According to the Decree, Smart Migration Stations will incorporate AI-based technologies and enable partial self-service functionality.

At the initial stage of the pilot project, the services to be provided include:

  • issuance or renewal of Uzbek citizen passports;
  • address registration (initial registration and cancellation) for foreign nationals and Uzbek citizens, including issuance of residence confirmation;
  • issuance of police clearance certificates;
  • acceptance of applications for visa invitation letters;
  • acceptance of applications for obtaining “non-citizen of Uzbekistan” status;
  • acceptance of applications for visa extensions for foreign nationals.

3) “Passport-Visa” Mobile Application

A new mobile application, “Passport-Visa,” is scheduled to be developed by 1 August 2026.

The application will:

  • enable access to selected state services in digital form;
  • provide information on migration legislation and compliance requirements;
  • display operational information about the nearest Department office, including workload and availability.

4) “E-Rozilik” Digital Platform

The “E-Rozilik” platform will enable remote identity verification and electronic consent for personal data processing, using Face ID technology integrated into the “Passport-Visa” application.

5) Further Digitalisation (from 1 September 2026)

Starting 1 September 2026, the following services are planned to be fully digitalised:

  • issuance of invitation letters for visas to Uzbek compatriots residing abroad and their family members;
  • issuance of biometric travel documents;
  • termination of address registration upon application by the landlord or the foreign national.

Impact

The new additions represent a significant step toward the digital transformation of Uzbekistan’s migration administration. The creation of a centralised Department, combined with AI-enabled service points and integrated digital platforms, signals a move toward a more structured, data-driven, and service-oriented migration system.

For foreign nationals and employers, the most notable practical impacts include the ability to extend e-visas domestically, potentially simplified access to work permits, and improved transparency through digital tools.
