Latvia introduces new entry requirements for third-country nationals

Starting September 2025, Latvia will implement a new border crossing system for third-country nationals, including Ukrainian citizens leaving occupied territories. The system was introduced following amendments to the Immigration Law and State Border Law, adopted by the Saeima (Latvian Parliament) on April 3, 2025. and is designed to improve national security and border control.

The new rules apply to travelers without a Latvian visa or residence permit, requiring them to submit information at least 48 hours before entering the country via the official website. Information must be provided personally by the traveler and include: purpose of travel, planned stay, location, travel route, contact information, and whether they or their relatives hold elected positions, government roles, or have served in military or special services. Failure to provide accurate information may result in fines of up to €2,000.

Nationals of many countries are exempt from the system, including EU, NATO, OECD, and European Economic Area members, as well as Brazil.

National security authorities will assess the system annually and report to the Saeima, ensuring the requirements remain relevant and effective.
