Kazakhstan: Migration reform announced 

In May 2026, Kazakhstan officially confirmed its plans for a large-scale reform of its migration system aimed at attracting highly qualified professionals, investors, and international businesses.

The reform is based on Presidential Decree No. 1242 of April 25, 2026, “On Measures to Improve Migration Policy.”

Key Changes

1. Transition to a Selective Migration Model

Kazakhstan plans to move away from the traditional quota-based approach towards a system that selects migrants based on their economic value, qualifications, and investment potential.


2. Launch of the “Altyn Visa” (Golden Visa) Program

A special immigration framework is expected to be introduced for:

• Investors

• Entrepreneurs

• International professionals

• High-net-worth individuals

The program is expected to offer simplified procedures for obtaining residence permits and long-term residency, as well as certain tax incentives.


3. Visa Reform and Easier Entry Procedures

The decree provides for the modernization of existing visa categories, including:

• Business visas

• Skilled worker visas

• Temporary worker visas

The government has been instructed to unify and modernize visa regimes by the end of 2026.


4. Full Digitalization of Migration Processes

The authorities have announced further development of:

• Electronic migration services

• A “one-stop-shop” approach

• Digital support throughout migration procedures


5. A New Approach to Labor Migration

While maintaining control over low-skilled migration, Kazakhstan plans to simplify access for in-demand specialists, IT professionals, and international experts.
