Kazakhstan: IIN Issuance Rules Changed

Kazakhstan has not renewed its pilot program that allowed certain categories of foreign nationals to obtain an Individual Identification Number (IIN) through Kazakhstani consulates abroad.

An IIN is a unique personal identifier used in Kazakhstan for tax and social security purposes. As of 1 January 2026, an IIN can be obtained only within the territory of Kazakhstan.

This change is not expected to have a significant impact and is primarily relevant to a limited number of prospective expatriates, most notably digital nomads, foreign investors, spouses of Kazakhstani nationals, and heads of legal entities and representative offices in Kazakhstan.

The pilot program, initially introduced in March 2024, was in effect from 18 April to 31 December 2025.
