Kazakhstan: Expanded Occupation List for Permanent Residence Proposed
Kazakhstan’s Ministry of Labour and Social Protection has proposed significantly expanding the list of in-demand occupations eligible for permanent residence. The number of occupations would increase from 51 to 174.
The proposed list includes professions in healthcare, engineering and construction, digital technologies, energy, transport, agriculture and education.
Foreign specialists in eligible occupations may apply for permanent residence under a simplified procedure without providing proof of financial solvency. Applicants would still need to demonstrate that their education, professional experience and qualifications meet the applicable requirements and provide a supporting application from the relevant government authority.
The draft was open for public discussion until 6 October 2026. The proposed changes have not yet entered into force.
