Kazakhstan: 2027 Foreign Workforce Quota
We would like to remind employers planning to hire foreign nationals in 2027 that the application process for the foreign workforce quota has already started.
If your company expects to engage foreign employees next year and their employment requires a quota, the relevant application should be submitted to the Employment and Social Programs authorities no later than 30 September 2026.
The quota application is submitted by the employer and should specify the number of foreign employees and the positions planned for 2027. Depending on the region, supporting documents may also be required, including copies of valid contracts with customers.
❗️Please note that not all categories of foreign employees are subject to the quota requirement. In particular, a quota is generally not required for foreign nationals employed under an intra-corporate transfer or falling within statutory exemptions from work permit requirements, such as certain investors and directors of companies with 100% foreign ownership.
We recommend reviewing your 2027 workforce plans in advance to determine whether a quota is required and, where applicable, avoid missing the statutory deadline.
