Hungary: national card and guest worker residence permit eligibility expanded

Hungary expanded the list of countries for third-country nationals who can be employed under National Card, a special residence permit type which grants nationals of certain countries the right for legal stay and work in the country for up to 2 years with the possibility of extension.

Furthermore, the Hungarian government defined list of third-country nationals who may be employed under a Guest Worker residence permit.

The changes entered into force from July 9, 2024.

What are the changes?

1) National Card eligibility has been extended to nationals of several countries including Bosnia and Herzegovina, North Macedonia, Moldova, Montenegro (8 countries in total).

2) Nationals of the following countries are eligible for a Guest Worker residence permit:

  • Philippines

  • Indonesia

  • Kazakhstan

  • Mongolia

  • Vietnam

  • Brazil

  • Georgia

  • Kyrgyzstan

  • Venezuela

  • Colombia

Previously the list was not defined.

Implications

The adopted changes will allow nationals of the above countries easier access to Hungary’s labour market.

National Card does not have specific eligibility criteria for education. It is applicable both for employees under labour contracts and for business owners, allows for family reunification and for permanent residency after 3 years of holding the permit.

Guest Worker residence permit allows access to Hungary’s labour market via specialized work agencies or “preferential employers” registered as such with the government. It does not allow for family reunification or permanent residency.
