Hungary: Migration Statistics

On 30 April 2026, Hungary’s National Directorate-General for Aliens Policing (NDGAP / OIN) released detailed migration statistics for 2025. According to the report, more than 403,000 valid residence permits were active by the end of the year. In addition, nearly 186,000 EU and EEA citizens were officially registered in the country.

The key drivers of long-term residence applications in 2025 were study (over 33,000 applications), employment (over 21,000), and various labour migration schemes, including guest worker programmes. This reflects continued growth in Hungary’s foreign population despite the government’s restrictive migration rhetoric.

Nevertheless, the Hungarian government is maintaining a cautious approach. It has confirmed that the annual Guest Worker Quota will remain capped at 35,000 for the whole of 2026 — the same reduced level as in 2025. This quota applies to third-country nationals seeking employment-related residence permits.
