Azerbaijan Defines High-Qualified Talent

The Cabinet of Ministers of the Republic of Azerbaijan has approved the procedure and criteria for recognizing foreigners as highly qualified migrants. The corresponding decision No. 99 was signed on April 3, 2025.

What are the key changes?

The application process provides for the use of a dedicated portal, "Highly Qualified Migrant", which operates on the "one-stop shop" principle. Each application will be reviewed within 20 working days.

Candidates are evaluated using a point-based system. To qualify for the status of highly qualified migrant, applicants must score at least 70 points based on established criteria. This assessment is conducted by the State Migration Service of Azerbaijan.

Once the status is confirmed, the employee will receive an electronic document that is valid for five years. If the document is denied or revoked, a second application can be made one year after the initial decision.

The program for attracting highly qualified migrants was established in 2024 in accordance with the decree of the President of the Republic of Azerbaijan, I. Aliyev. Amendments to the Migration Code of December 29, 2024, provide for the exemption of highly qualified migrants from obtaining work permits, as well as a number of benefits when issuing residence permits to such specialists and their family members.
