Russia: new campaign to vaccinate foreign workers against measles announced
Please be informed that in accordance with the Decree of the Chief state sanitary doctor of Russia No.1 dated 08.02.2023 (link in Russian) employers are instructed to arrange for vaccination against measles of those employed foreign nationals who have never had measles or been vaccinated against it or cannot confirm such a vaccination. The deadline is 31 December 2023.

Similar campaigns to vaccinate foreign workers against measles were conducted in 2019 and 2020. We would like to recall the key points:

All categories of foreign citizens are subject to vaccination, HQS employees as well

Failure to comply with the Decree may invoke the employer's liability in accordance with art.6.3 of the Code of Administrative Offences of Russia (Violation of legislation in the field of sanitary and epidemiological welfare of the population)

The immunity or vaccination status can be confirmed by a vaccination certificate, an extract from a patient card or similar medical documents, as well as by a doctor's conclusion (based on the test result for the presence of antibodies to the measles virus)

A foreign citizen has the right to refuse vaccination. The refusal is to be made in writing in the presence of a medical professional conducting the vaccination.
As before, the resolution does not contain requirements for employers to inform the Rospotrebnadzor sanitary agency about the vaccination. However, in the past, the territorial bodies of Rospotrebnadzor have been requesting such information, which is why a practice of submitting reports on vaccinations by employer companies existed.
In case any additional clarifications emerge on the vaccination procedure and the reporting requirements in 2023, we will inform you additionally.
